Chief Medical Officer Dr. Romilla Batra sets clinical policies and procedures at SCAN. She provides physician oversight of clinical programs including disease management and ambulatory and complex case management; and helps design clinical initiatives that support healthy, independent aging. She also works with SCAN’s provider partners to advance best practices related to senior care. In addition to her medical department leadership role, Dr. Batra is a valuable contributor to and leader of many other health plan activities and initiatives. In 2016, she assumed leadership of Independence at Home, adding her clinical expertise to our extensive community services. Dr. Batra is a board-certified internist with more than 15 years of experience as a medical director, clinician and educator. Immediately prior to joining SCAN in 2011 she worked for five years as the director for ambulatory internal medicine and associate program director for medicine residency at the University of California, Irvine. Her previous experience also includes serving as a medical director at Indiana University Medical Group Community Health Center in Indianapolis and clinical instructor at UCLA/West Los Angeles VA Hospital. Dr. Batra completed her residency in internal medicine at UCLA and earned her healthcare executive MBA at UC Irvine’s Paul Merage School of Business.
Melanie Bella has spent her career focused on transforming care for complex and costly populations in the Medicaid and Medicare programs with experience at all levels of government and in the private sector. Ms. Bella established and served as the first Director of the Medicare-Medicaid Coordination Office at the Centers for Medicare & Medicaid Services (CMS). As Director, Ms. Bella led the work to more effectively integrate benefits for individuals eligible for both Medicare and Medicaid and improve the coordination and financing between the federal government and states for such individuals. Under her leadership, the Office designed and launched demonstrations across the country to test new delivery system and payment models for Medicare-Medicaid enrollees in both community and institutional settings. Prior to joining CMS, Ms. Bella was the senior vice president for policy and operations at the Center for Health Care Strategies (CHCS). She led the organization’s efforts to integrate care for complex populations and directed a unique leadership training institute to help Medicaid directors. Prior to CHCS, Ms. Bella served as Medicaid director for the state of Indiana from 2001 through 2005. She earned a master’s in business administration from Harvard University and a bachelor’s degree from DePauw University.
Brian Clem serves as President of Oak Street Health. Brian joined Oak Street Health in 2015, and has responsibility for the operation of Oak Street’s primary care centers nationwide. Prior to joining Oak Street, Brian led a regional Medicare Advantage health plan. Brian earned a Bachelor’s degree from Wabash College and an MBA from Stanford’s Graduate School of Business.
